PUBLIC HOSPITAL DISTRICT UNEMPLOYMENT COMPENSATION TRUST

The Public Hospital District Unemployment Compensation Trust (PHD UC Trust) is an organization of public hospital districts in Washington who have joined together to minimize unemployment compensation claim costs. Members of the Trust have seen significant savings over what they would pay as individual employers.

 

PHD UC Trust Membership

Membership is open to any Public Hospital District in Washington. Each member is credited with a pro-rata share of investment earnings on the Trust’s reserve and pays a pro-rata share of Trust expenses. United Claims Management—a subsidiary of the Washington State Hospital Association—provides the claims management services.

A board of six Trustees—who are administrators from member hospital districts—governs the Trust. In addition to overseeing all Trust operations, the Trustees approve the annual operating budget, set annual premium rates, and assure reserve adequacy through arranged actuarial studies.
